To translate the label, you need to edit the article "Mediawiki:label", so in Russian "Mediawiki:label/ru", for example "MediaWiki:Development/ru". Hi, The sidebar can not be translated in the same way like the other pages. Each sidebar menu entry which can be translated has the formt "target|label".
